Joe Towns BSc (Tas), GDipEd (Tas)

Joe has been a driving force since 2011, bringing his multifaceted experience across various sectors to fortify Care Forward’s strategic and operational frameworks. 

Joe has a wealth of experience in multiple sectors including education, health, human services, and private business, and has established and now manages various companies and charities. Previously, he has held roles as business manager and proprietor at Petrusma Property and has been a senior policy analyst at the Department of Health and Human Services. He brings a holistic set of skills ranging from governance and accountability to a deep understanding of the Tasmanian community and health service system.

Richard Watson AM, BSc (Melb), PhC MPS (Melb), FRMIT (Melb), FAICD

Richard has had extensive roles as a senior executive, CEO, director, and chairperson in both Australian and international companies in the agribusiness, aquaculture, manufacturing, Insurance and financial services sectors. He has decades of expertise in new business development, marketing, mergers and acquisitions, and as a company director.   

Richard was awarded the Order of Australia for services to aquaculture and business.

Marianne Fisher DipBus (Tas)

Marianne has a diverse background in hospitality management and as a producer and manager of a contemporary opera company. Initially appointed as a Quality Manager of Care Consultancy, her role expanded to include corporate services, and she was subsequently appointed Director of Corporate Services and Deputy CEO of that company.  

Marianne’s diverse background has brought her expertise and management experience to strategic planning, policy development, human resources, marketing, quality, risk and compliance. Marianne is passionate about good governance, diversity and inclusion, consumer engagement, and ensuring the health and wellbeing of consumers and employees alike, and she has held various positions on other boards.

Anita Lincolne-Lomax BEnvD (Tas), BArch (Tas)  

Anita brings a unique blend of business acumen, public health awareness, and design thinking, with expertise in creating high-impact marketing strategies and thought leadership, particularly in the health and well-being sectors. 

Working as an entrepreneur for over 20 years, Anita has co-founded and managed several ventures. She is a former board member of St Luke's Health from 2019 to 2021, where she added an architectural design dimension to community health engagement and healthcare marketing strategy. Her work has demonstrated exceptional skills in brand building, entrepreneurial development, HR management, and digital marketing.

Nadia Madjouri BA(Hons) GradDipCouns, NMAS Accredited Mediator, MACA, MASA

Nadia has previously held board directorships and roles on senior management committees in healthcare, and community services. She brings a multi-disciplinary approach to the board, excelling in academic research, grant and tender writing, and policy development and analysis.  

Nadia has comprehensive experience in counselling, mediation, and academic research through her roles as a private practice counsellor, group facilitator, tender writer, and policy analyst across various organizations including government and the not-for-profit sector.  She is also a novelist and podcast host. 

Nadia serves Care Forward as the chair of the Strategy and Business Planning Sub Committee.

Professor Judith Walker PhD (UTAS) Grad Dip Ed (UNISA) BA Hons (UWI) FACE, MAICD 

Professor Judi Walker brings extensive skills and understanding of corporate governance and quality and safety in healthcare, including the complexities of diverse health service delivery and appreciation of the values of health consumers, rural, public and community health.  

She is highly experienced in rural health policy and health services development - integrated primary health care, chronic health, healthy ageing, community wellbeing, and has a distinguished reputation in higher education, research, medical education, academic and public sector governance, and strategic policy development.  

Judi has current lived experience as a person with cancer, is Professor, School of Medicine, University of Tasmania, Adjunct Professor, Faculty of Health, Federation University Australia, Adjunct Professor, Faculty of Medicine, Monash University, Board Director, Postgraduate Medical Council of Tasmania, Chair, Friends Advisory Committee, National Rural Health Alliance and Secretary/Public Officer, Central Connect Tasmania Inc. ​

Mark Frasson GradCertCorpMgt (Tas) 

Mark brings extensive operational, financial, and organisational expertise to the Board, including direct involvement in the Tasmanian healthcare sector as finance team leader for Care Consultancy, and risk officer for Mosaic Support Services.  

Mark is currently a Business Transformation Manager at TasPorts, and has a diverse background in finance and operations, including as a finance and risk manager, chief operations officer, and chief financial officer across various companies.  

Mark serves Care Forward as the chair of the Audit Risk and Finance Sub Committee.
